WE CAN'T FLY
November 26, 2019INAIL 2019: WHERE ARE WE?
December 3 2019Paolo, a friend who now lives in distant places, sent us a photo that highlights the imaginative web of power lines.
This image gave us the opportunity to ask a question:
“Today, what stage are we in regarding electrical systems and their maintenance?”
An interesting article by Puntosicuro, of which a short excerpt is attached, deals with the topic by referring to useful guidelines.
The maintenance plan for electrical systems
The guideline, developed by the Safety in the workplace and workplace working group and the Electrical and electronic systems group of the CNPI national council, indicates that for the definition of the maintenance plan, "in addition to the results obtained from the risk analysis for each electrical system, the verification activities established by the rules and laws in force must be considered, excluding all those reserved only for accredited bodies pursuant to Presidential Decree 462/01".
It should also be noted that in the chapter of the document dedicated to "basic approaches for maintenance" it is first "suggested to examine the project documentation and the electrical system manual".
The next step is then to "carry out an inspection to verify the state of conservation of the system and its correspondence with what is indicated in the project and the system manual".
And this verification has the aim of "identifying in a clear and invokeable way the components of the system for the definition of the maintenance plan".
It is recommended - continues the guideline - to "prepare a photographic dossier to trace the state of conservation of the components, systems and systems, including for each component, the identification of the serial number, the name of the manufacturer, model, number series and year of manufacture.
For example, in the case of an operating switch, in addition to the state of conservation linked to everything that is visible externally, if equipped with an electronic relay capable of providing a history relating to the intervention of the protections and number of operations, it is possible to evaluate if any maintenance or replacement intervention is sufficient, as part of ordinary maintenance".
Visual inspection and operational tests
The document then focuses on the various elements/positions of the maintenance plan, starting from the visual examination (Pos. 1).
In fact, it is indicated that "based on one's knowledge of the system, having read the project (considerations contained in the technical report, system diagrams, characteristics of the components, etc.) one could prepare a provisional maintenance sheet for the system, and carry out an initial visual examination.
Based on the results of this visual examination, this sheet may require some modifications, which take into account the state of degradation detected and resulting from the type of use and care adopted by the user".
Regarding the functioning tests (Pos. 2) it is then indicated that "the electrical system in its entirety must function correctly and satisfy the minimum safety requirements established by the standards and project. The test methods can be different and carried out at different times for the various parts of the system, provided that the safety aspects are guaranteed.
A possible monitoring system, capable of recording all the necessary useful information for a sufficient time, except in particular cases, could be sufficient to document this point".
