The Minister of Labor and Social Policies, Marina Calderone, provided a briefing to the Council of Ministers regarding health and safety in the workplace, which was followed by a broad and fruitful discussion.
The Minister informed the Council on the inspection activity carried out during 2023, highlighting the critical issues that emerged, especially within construction companies:
- out of a total of 92.658 accesses, 20.755 are related to health and safety supervision, with an increase of 3.720 inspections compared to the previous year;
- as regards inspections in construction, the level of irregularity recorded was 76,48%, with an average irregularity rate exceeding 85,2% in the case of companies engaged in work linked to the 110% superbonus;
- according to the latest Inail report, workplace accident reports presented between January and December were 585.356 (-16,1% compared to 2022), 1.041 of which resulted in death (-4,5%).
The Minister highlighted the recent increase in the size of the inspection forces:
the staff available to the National Labor Inspectorate currently amounts to 3.198 civil inspectors, of which 846 are technicians, to which must be added the inspection staff of the Carabinieri Unit, INPS and INAIL. With the current staff, in 2024 it will be possible to develop a specific investigative activity 40% greater than in 2023. Furthermore, given the findings regarding the very high incidence of irregularities in the field of health and safety at work, the hiring to increase the contingent of labor inspectors, the Carabinieri inspection unit and INPS and INAIL inspection staff.
An organic provision will be included on the agenda of the next Council of Ministers for the strengthening of health and safety protection in the workplace, the coordination and strengthening of inspection activities and the sanctioning system, also in relation to subcontracting and to illicit and fraudulent administration, as well as the qualification of companies, the training of employers and workers and the protection of regular companies.
