July 31 2019Even today there is discussion about what is mandatory, and what is not, when it comes to falls from heights.
Perhaps a simpler analysis would resolve a thousand doubts immediately, rather than using intellectual energy and studying the interpretative folds of a regulation, looking for the quibble that may allow not to install a fall prevention system in even a private building.
Questions:
If a person goes onto a roof, terrace or otherwise high place, and is unbalanced, does he have a place to hang on to, hold on to?
If a person has an illness, is he detained?
If the surface he walks on is slippery or fragile, is he restrained?
If a person simply has to go and fix the roof, clean the gutters, fix the antenna or an air conditioner, does he have a place to hang on, to hold on?
Instead, let's see if it is better not to set up attachment points (withholdings) for those few times that you go up... avoiding deep and useless descriptions of facts that can be understood by everyone.
DISADVANTAGES
Less choice between workers (they must have expensive equipment to obtain the same result = do not fall);
Higher costs;
Less speed of intervention;
Greater risks;
Very high responsibilities, as clients, even in the case of private individuals.
OPPORTUNITY
Anyone, with a minimum of preparation and equipment, can intervene;
Possibility to choose between multiple subjects;
Faster and more timely interventions;
Lower costs;
Fewer responsibilities.
We do not believe that treatises on the force of gravity, physical laws of various kinds, binding laws and regulations or anything else are necessary to easily understand that it is MUST NOT FALL
One last recommendation:
THOSE WHO KNOW DO AND THOSE WHO DON'T KNOW LEAVE THE WITNESS TO THOSE WHO KNOW HOW
The price you pay if something goes wrong is CERTAINLY higher than what you can save.
